It was during the 1970s that West Dallas residents came to the realization that they had been the unwitting victims of a flood far more serious than the one that had occurred in 1908.
The catastrophe had happen- ed invisibly, but they had been inundated nonetheless, and had been subjected to toxic substances whose effects be- came visible only over time, and whose consequences in human cost were often tragic, if not devastating.
